Rep. Ellison Arrested Over Darfur Protests

Rep. Keith Ellison (D-MN) has been arrested in Washington D.C. for disorderly conduct after a protest in front of the Sudanese Embassy. Rep. Ellison was protesting the Sudanese government’s decision to expel aid groups from the Darfur region. Rep. Ellison was arrested along with 4 other members of Congress and other activists.

While this protest was for a noble cause—the Sudanese government is undeniably complicit in the killing of tens of thousands of Darfuris, what is the point? Rep. Ellison could do far more by lobbying the Obama Administration to get tough on the Sudanese than by a show protest.

All the protests in the world won’t change the situation in Darfur. The only way that it will change is if the regime in Khartoum has to pay such a high price for its acts that it has no choice but to stop. The international system is so broken at this point that there is little hope of that happening any time soon. When serial human-rights abuser like the Sudan can sit in high positions in the United Nations—including on the Human Rights Commission itself, the problem is with the U.N.

While Rep. Ellison’s heart is in the right place, it would perhaps be more beneficial for him to have protested at the U.N. than at the Sudanese Embassy.

China Invests In Pebble-Bed Technology

Next Big Future reports on a joint Chinese-South African project to advance pebble bed reactor technology. Pebble bed reactors are an advanced type of nuclear reactor design that promises to be significantly safer than conventional designs, for more details see here.

One of the reasons I’ve said that the future may well belong to the East is because the Chinese are willing to invest in this kind of technology while Western governments are too motivated by short-term political pressure to invest in projects such as these. The only way we will be able to meet the energy needs of the future and preserve the environment is to start moving towards nuclear energy. The truth is that wind, solar, geothermal, and other “green” technologies cannot produce enough power to meet our needs. They may be supplements to a nuclear infrastructure, but they will never supplant it.

If President Obama wished to be truly forward-looking, he would commission a similar program in the United States. For all the talk about the “Republican war on science,” the Democrats remain in thrall to an environmental lobby that wants to push for forms of alternative energy that will never be able to meet America’s needs. So instead, we keep our inefficient fossil fuels and push for stopgap solutions like “clean coal” rather than investing in an energy infrastructure that truly meets the needs of the 21st Century.

Pebble bed reactors promise a safer, cleaner, and more plentiful form of energy for America and for the world. If we are to remain a superpower into the 21st Century, we cannot turn our back to advances such as this. We cannot let the stigma of the word “nuclear”—and the irrational fear it engenders—stand in the way of our future.

Serious Times Call For More Serious Analysis

Foreign Policy has two perspectives on Fareed Zakaria’s latest piece in Newsweek. Both are interesting critiques of both Zakaria and the Obama foreign policy.

First, Christian Brose finds Zakaria’s thinking too reflective of the “Washington establishment”:

We’ve been hearing a lot about the Obama administration’s plans to talk to adversaries — Iran, Russia, Syria, the Taliban, etc. But we’ve heard preciously little about how the administration intends to create conditions of strength that are the requirement for diplomatic success. Everyone knows Obama is willing to talk. The question is what new leverage he will bring to bear to make that talk effective. Will we use the military forces we are withdrawing from Iraq to exert greater pressure on Iran? Are we asking our European allies to take any bold new steps on financial coercion? What exactly is Russia willing and able to do to change Iran’s decision-making? So far, answers to questions like these have not exactly been forthcoming, and in their absence, it’s not at all off-base to think that talking without leverage could harm U.S. interests. (And all of this is assuming that Iran hasn’t just said, screw it, we’re getting the bomb, and damn the torpedoes, which opens up a whole new world of problems.)

Second, Peter Feaver argues that Zakaria doesn’t have a serious critique of American foreign policy:

A more balanced perspective on Bush — some positive, some negative — would pave the way for Fareed to offer a more balanced perspective on Obama. I agree with Fareed that some of the critiques of Obama have been exaggerated, almost as exaggerated as, well, the conventional wisdom on Bush. But surely in a column calling for a reasonable perspective on Obama’s foreign policy performance, Fareed could have found space to at least discuss some of the missteps and rookie mistakes: perhaps a mention of the ham-handed personnel decisions (like this one or this one) or the needless insults to allies (such as this one or this one). If these are dismissed as minor peccadilloes, how about a candid admission that, as Fareed himself recommended, Obama has more often than not continued Bush’s foreign policies while claiming to make bold dramatic changes?

In the end, I don’t think that the Obama Administration cares all that much about foreign policy. Obama is not a foreign-policy oriented President. He’s much more concerned with the U.S. economy, which is (rightly or wrongly) popularly conceived as much more important than what’s going on abroad. Obama’s view of American power is not fully formed. He had almost no foreign policy experience when he took office, and he’s displayed little interest in foreign policy now—other than largely staying the course from the Bush Administration.

Obama’s idea is that if somehow everyone gets together and talks somehow everyone will come to a consensus. That model barely works in faculty meetings, and it won’t work in international diplomacy. Iran will not give up their pursuit of nuclear weapons. Why should they? The US can talk all they want, but there’s nothing we can offer that will give Iran a reasonable incentive to stop. The Iranians are doing what a rational state would do in their shoes: develop a nuclear deterrent to Israel. That they may be insane enough to use that deterrent is a problem, but even if the Iranian regime were perfectly rational, they’d still be developing nuclear weapons.

There’s no “consensus” there. Iran wants nuclear weapons, we want to deny them the opportunity. There’s no amount of carrots that can dissuade them otherwise, and the Iranians know damned well that Barack Obama does not have the political will to stop them. They have no fear of President Obama, and there’s no reason they should fear him. That is a problem for us.

On the other hand, I suspect that Tehran is frightened of Binyamin Netanyahu. He will not tolerate a nuclear Iran, and he’s the only world leader who would do something to stop them. But even that seems a less than likely circumstance.

What should Obama do? He has to face facts: the world is not a peaceable place. If he chooses to negotiate it must be with the full understanding that negotiation may be pointless. That means understanding that players like Russia, China, Iran, and Venezuela may not have any interest in so much as throwing us a bone. That means being willing to be both smart and tough. All the tough rhetoric in the world is worthless. Nobody fears Vladimir Putin because he talks tough, they fear Putin because he’s perfectly capable of killing dissidents, invading countries, and playing hardball to get what he wants.

That doesn’t mean that Obama should emulate Putin, but that does mean that he needs to learn to play hardball. That means being willing to engage Central Asian states on the same terms that Russia does: and they’ve become far better than us at offering tasty carrots and brutal sticks. We can’t pretend that Tashkent works the same way as Washington D.C. It doesn’t, and we have to learn to play by the regions rules.

Obama has shown some promise—he has been less radical in foreign policy than some had predicted. But he still has a long way to go. He can’t keep alienating allies like he did with his shameful performance with Gordon Brown. He has to face the realities of a harsh and unforgiving world. Obama has the benefit of being intelligent and articulate, which counts for a lot. But it will never be enough, and unless the world fears him just a little, America will never truly be respected.

So Much For The Whole “Change” Thing…

President-Elect Obama has unveiled his national security team, and it’s hardly what his supporters would have suspected. Hillary Clinton gets the thankless job of Secretary of State, ensuring that she’ll never be President and keeping her well away from Washington. Robert Gates remains as Secretary of Defense, meaning that the chances of Obama “ending” the war in Iraq any sooner than McCain would have seem slim. Former General Jim Jones, who probably would have served in a McCain Cabinet, will be National Security Advisor.

Putting Clinton in as Secretary of State is an excellent way that she’ll be sidelined for the next four years. Secretaries of State tend not to have political careers after their service, mainly because it is nearly impossible to build up political capital when you’re rarely in the US. Not only that, but Obama knows quite well that the position will not be a very happy one. Tasking her with something like the Israel-Palestine crisis is Obama’s way of ensuring that she’ll be set up to fail from the beginning.

Keeping Gates at Defense is a smart move. The military was quite pro-McCain, and is suspicious of what Obama’s brand of “change” will be. There is little doubt that Obama will not pull us out of Iraq any faster than McCain or Bush would have. The war is largely won, and the media will happily ignore what bad news there is. The anti-war faction was played for the fools they are—Obama’s policies towards Iraq will be the same as if Bush got a third term, and keeping Gates is just one sign of that. It’s bad news for the Kossacks and Code Pink, but a smart move on the part of the President-Elect.

Gen. Jones is a strong pick for NSA. Obama needs military advisors who aren’t Wesley Clark, and Jones’ records seems relatively strong. That pick is another sign that Obama will not pull out of Iraq on an arbitrary timetable. It would be even better if Obama put Gen. Petreaus on the Joint Chiefs and Col. H.R. McMaster in at CENTCOM—it would drive the left nuts, but it would also be a continuation of Obama’s independent-minded defense policy choices.

Janet Napolitano and Eric Holder are less strong picks. Napolitano has a mixed record on immigration, and it doesn’t look like Obama has much interest in defending this nation against illegal immigration—not when they can be used to buttress Democratic numbers through voter fraud. Eric Holder made some very questionable choices with the pardon of Marc Rich, and is anti-Second Amendment. Both, however, will be confirmed, and probably by a large margin.

The Obama national security team does not stand for “change”—which is a reassuring move on his part. In a time of turmoil, making dramatic moves like pulling out of Iraq is not smart policy. Instead, Obama seems to be making pragmatic moves when it comes to foreign policy. Rather than providing a clear break with the policies of the Bush Administration, Obama is likely to continue many of them, including the Bush Doctrine.

Unsurprisingly, Victor Davis Hanson puts it adroitly:

I think we are slowly (and things of course could change) beginning in retrospect to look back at the outline of one of most profound bait-and-switch campaigns in our political history, predicated on the mass appeal of a magnetic leader rather than any principles per se. He out-Clintoned Hillary and followed Bill’s 1992 formula: A young Democrat runs on youth, popular appeal and charisma, claims the incumbent Bush caused another Great Depression and blew Iraq, and then went right down the middle with a showy leftist veneer.

At least in foreign policy, that may be the case. But the reality is that even if Obama really wanted radical change, it would be politically suicidal to do so. The world is dangerous, and getting more so by the moment. Obama the freshman Senator could play fast and loose, but President Obama will not have that luxury. Why the left may hate it, the “change we need” in terms of foreign policy may end up looking much more like “staying the course.”

Does Putin Have Georgia On His Mind?

Ilya Somin takes a look at the deal ending the conflict between Russia and Georgia. He finds that it isn’t as bad as it could have been:

If this agreement holds (a big if), it’s a better outcome than I would have expected. Georgia’s democratic government will remain in place, despite Russia’s previous determination to overthrow it. The Russians will not have destroyed Georgia’s oil pipeline to Europe (the most important pipeline in the region that doesn’t pass through Russian or Iranian territory). And Russia will renounce future use of force against Georgia and reduce its forces in the secessionist regions of Abkhazia and South Ossetia to their prewar levels. I am skeptical that the Russians will fully respect the last two commitments. Nonetheless, the outcome could have been far worse.

The problem is that Russia clearly is sending a message, not only to Georgia, but to the rest of its former satellites: we can break you. Vladimir Putin and his crony Dmitri Medvedev will use whatever they can to ensure that Russia’s hegemony over the former Soviet Union is not challenged. Ukraine, another democratic, pro-Western state, is likely to be next in Russia’s crosshairs.

Putin wants to ensure that Russia, and not those upstart republics to its southwest, gets the benefit of supplying most of Europe’s natural gas. The Georgian crisis was draped with the idea that Russia had to protect South Ossetia, but the truth of the matter is that these last few days have been about nothing but realpolitik. Putin and Medvedev are trying to get money and power—and that is all too easy when the Russian Army can act as private enforcers.

President Saakashvili made a crucial mistake in provoking the Russians over Ossetia, although it’s not clear how much the Georgians were themselves provoked by Ossetian agents working at the behest of the Kremlin. The Georgian Army can’t match the strength of the Russian Army, and the United States was not about to get themselves involved in any conflict between the two. The Georgians unleashed something they could not control, which in war can be fatal.

Some are saying that the Georgians were warned of the danger. Whenever “unnamed sources” in government speak, it’s bound to be self-serving CYA. The US intelligence community seems to have been caught off guard once again—although appearances can be deceiving. Making sure that we’re not caught flat-footed in a situation like this is critical in the age of information-centric warfare. If the intelligence community can’t seem to notice the significance of major Russian troop movements, how can they be expected to track al-Qaeda?

The final question is what lies ahead. The Russians’ hegemonic ambitions in the region are not going to go away any time soon. Georgia and Ukraine are American allies—democratic states that are worthy of our protection. At the same time, Russia can be a powerful ally or a fearsome enemy, and we are better off with them being the former. We are caught in the kind of power politics that were supposed to have been a relic of the Cold War. Our brief holiday from history is over.

Victims Of Indifference

Megan McArdle notes the tragic situation in Zimbabwe and how the preservation of “sovereignty” is getting in the way of actually doing something for the people of Zimbabwe.

The sad reality of the situation is that just about the only way to fix the situation is to put a bullet in Robert Mugabe’s head and start from scratch. Of course, that isn’t going to happen. Zimbabwe, like Burma and other hellholes are allowed to fester because it is in virtually no one’s self interest to do a damn thing to help.

The tragedy in Zimbabwe will continue so long as Mugabe continues to remain in power—and if he dies, his cronies will likely rip the country apart in brutal internecine warfare in the quest to succeed him.

It would be wonderful if there were a global peacekeeping force to deal with situations like this—ostensibly, that’s what the UN is supposed to do, but they are too incompetent and corrupt to be trusted with the job. If you doubt that proposition, visit Srebrenica sometime and see how well the UN had done there.

We like to say that as a world community we stand strongly against genocide. The sad truth is that we just let it happen. All our international law and lofty principles mean nothing if they are never applied.

Is This How We Improve Our Image Abroad?

John Fund writes on the Democrats’ opposition to free trade with Colombia. In a time when both Democratic candidates are promising to improve our foreign relations, both are flunking this key test of leadership.

Colombia is a democratic ally fighting off a vicious Marxist insurgency being aided by the autocratic regime of Hugo Chávez. President Alvaro Uribe is fighting to keep his country from becoming a tool of Chávez’s hegemonic ambitions and trying to prevent narcotics from funding terrorism. He has done a great deal to stop the violence that has ravaged Colombia—the murder rate has dropped precipitously under his leadership, and the Marxist FARC guerillas have been unable to destabilize the government and turn Colombia into a Communist puppet state.

Yet the Democratic Party has decided to turn against Colombia—for reasons that reek of politics rather than substance:

President Uribe made clear how disappointed he was that the Democratic front-runner had chosen domestic politics over geopolitical stability: “I deplore the fact that Sen. Obama . . . should be unaware of Colombia’s efforts,” he said in a statement. “I think it is for political calculations that he is making a statement that does not correspond to Colombia’s reality.”

The simple truth is that the opposition to the trade agreement–from the Democratic presidential contenders to House Speaker Nancy Pelosi–has nothing to do with reality. Rep. Charles Rangel, chairman of the House Ways and Means Committee, admitted as much recently: “It’s not the substance on the ground–it’s the politics in the air.”

The reality is that Colombia is not a threat to American workers. The free trade agreement submitted for ratification lowers trade barriers on both sides and gives US manufacturers greater access to Colombia’s markets. 90% of good coming from Colombia are already imported duty-free. The argument that this bill would be injurious to the interests of American workers has absolutely no basis—nor do the attacks against President Uribe accusing him of attacking union organizers in Colombia.

The Democratic Party has developed a knee-jerk reaction to anything that resembles free trade—and for a party that claims the “progressive” mantle that sort of isolationism is a throwback to the days of nativist protectionism. What’s worse is that it compromises the Democrats’ promises that they will “restore America’s reputation” abroad—exactly why should anyone trust us if we’re willing to slander one of our strongest regional allies in Latin America?

If the Democrats’ rhetoric on international relations was more than empty words, they would be working to ensure that President Uribe is not threatened by his neighbors and would be pledging to support his democratic government. Instead, both candidates are engaged in a war of words against an American ally. That is hardly the way to go about restoring our image abroad.

The Other War In Iraq

Instapundit has a lengthy note from a Colonel in Baghdad on the recent fighting in Basra. He observes that the driving force in that conflict was not Moqtada al-Sadr, but the lack of services being provided by the Iraqi Government. Indeed, that highlights a bigger issue: over the long term, the biggest problem in Iraq isn’t terrorism. Al-Qaeda in Iraq has been largely crushed. Moqtada al-Sadr was forced to cry uncle and is viewed by all as an Iranian stooge. While there are still acts of violence in Iraq, they’re less and less the sort of organized attacks that we’ve seen over the course of the war.

The real issue is going to be corruption. The biggest roadblock to democratization is corruption, and it’s endemic in Iraq. The Iraqis have a source of revenue in oil, and it’s enough to sustain their development. The problem is without a system of accountability and transparency, that money won’t go to where it’s needed.

Over time, we’re going to need a new “surge”—but one that focuses on working with the Iraqi government to stop corruption. We’re in a unique position to help, and working alongside the Iraqis we need to develop systems that help make sure money goes to where it is truly needed and those that steal from the Iraqi treasury are brought to justice.

Most NGOs focus on issues other than helping improve the rule of law in foreign nations—and it seems counterintuitive to think that accountants rather than aid workers can truly help developing nations. Yet, if a nation is to transition successfully from autocracy to democracy, fiscal accountability is absolutely crucial. Many democratizing states fail to democratize because the government does not act with accountability to the people, which causes the people to lose faith in government.

The US needs to work with NGOs like Transparency International and the Iraqi government to create a more democratic and accountable political and financial system for the Iraqi people. We have made great strides in terms of fighting terrorism and providing security—yet that alone won’t be enough to make Iraq a strong and functional nation. The future of Iraq hinges on the ability of the government to provide critical services while remaining accountable to the people. If it cannot do this, then the Iraqi people will be forced to turn to militia leaders for help, and Iraqi society will fragment. This does not have to come to pass, but in order to prevent it we have to start looking beyond basic security and towards governmental reform.

The End Of The Westphalian Model?

Ed Morrissey makes an interesting argument that the declaration of Kosovar independence signals a major shift in the international order. He argues:

The breakup of Serbia calls into question whether the concept of Westphalian sovereignty remains extant. Shall Burgundy go back to the Burgundians, if they so desire? Will Wales and Cornwall exit from Great Britain? Can Texas declare its independence? More pragmatically, are we seeing a return to the micronationalism that generated numerous wars on the European continent over the centuries before Westphalia?

This occurs in the shadow of the struggles in Africa and the Middle East over nationalism, sovereignty, and statehood. Just as we want to solidify the boundaries between nations in these regions to produce more stability, we seem to be supporting the breakdown of the exact same system in Europe. The end of the Age of Empire has left civilization struggling for a new model of political stability for almost a century — and the struggle continues today in Kosovo.

In 1647, after decades of brutal warfare during the Thirty Years War, the kings of Europe entered into the The Treaty of Westphalia, a document that essentially created the modern concept of the nation-state and settled long-running disputes over the religious and political makeup of Europe.

The Westphalian model shaped what we call “realism” today. States were sovereign entities that could apply their own laws to their people. They were equal to other states, and the principle of non-intervention between states was upheld as a goal (if not in practice). This model still exists today, although the trends towards globalization have started to diminish the concept of absolute sovereignty.

Putting aside the issue of Kosovo itself away for the moment, Mr. Morrissey’s question is a strong one. In Europe, there has been a trend towards regional devolution. Scotland has its own Parliament. Wales has recently been granted its own National Assembly. Belgium may yet split between its Flemish and French territories. It seems like everywhere in Europe, instead of the integration that the European Union was supposed to have brought, the seeds of division keep growing.

The Brussels Journal has a fascinating piece looking at the idea that the nation-state may be obsolete. Yet the problem is no one knows what should replace it: how can one have democracy without a demos? The paradox of European integration is that it’s empowering disparate interest groups to move away from each other rather than harmonizing them.

Ultimately, the Peace of Westphalia worked because it was the right compromise, and the European Union’s rash attempts to remake Europe in a new image—even if beneficial in some respects—is far too audacious for the good of Europe.

The crisis in Kosovo demonstrates that when you try to play games with national borders, the results are not always pretty. The breakup of Yugoslavia into ethnic enclaves has only partially reduced tensions. Serbia has longstanding historical claims on that region, and instead of successfully arbitrating those claims, the United Nations has spend over a decade without making much headway. Meanwhile, radical Saudi clerics have been steading radicalizing the Muslim majority in Kosovo, human traffickers have turned the region into a major center of the slave trade and smugglers of everything from arms to drugs are profiting from the chaos.

The Westphalian system may have its flaws, but the idea that some vague supranational system can supplant it has even deeper problems. We currently live in a world where another bloody European war seems impossible—the decimation of Europe in two world wars has had profound and lasting consequences. At the same time, the root causes of the last great European wars have not gone away. Those who would seek to redraw Europe’s borders should consider whether creating ethic states will lead Europe into the future or only open ancient wounds.

It’s Not About You

Rarely do I say this but Paul Krugman could not be more right:

To all the presidential campaigns trying to claim that the atrocity in Pakistan somehow proves that they have the right candidate — please stop.

This isn’t about you; in fact, as far as I can tell, it isn’t about America. It’s about the fact that Pakistan is a very messed-up place. This has very bad consequences for us, but it’s hard to see what, if anything, it says about US policy.

Krugman is right that no matter what policy choices we might have made in the past, what’s going on in Pakistan is the natural consequence of Pakistan being a failing state. Democracy isn’t going to flourish there because there’s a sizable fraction of the population—if not an outright majority—who has no interest in democracy or peaceful coexistence. Years of poor policy choices by Pakistani leaders have created a cauldron of instability, and an event like the assassination of Benazir Bhutto was an inevitability.

However, this disaster is relevant inasmuch as it makes one consider which candidate is the best fit to lead this country in a turbulent world. Mike Huckabee has been demonstrating that he’s terminally clueless on international affairs. John Edwards once again demonstrated a complete and utter lack of common sense by calling up Musharraf during the middle of this crisis. The last thing Musharraf needed was a Presidential candidate—and not even one who has a shot of getting his party’s nomination—giving him unsolicited advice.

John Podhoretz wondered yesterday if this would spell an end to this political season’s “holiday from history” and force American politicians to get serious about the very real threats that this country will face in the future. Sadly, as Krugman points out, what we’re hearing tends to be more idle boasting than real thought.
