Can The Iraqis Hold It Together?

Rare is the day that I find that Thomas Friedman has written something actually worth reading, but he manages to deliver an even-handed and even insightful look into the end of the war in Iraq. Of course, he cannot resist putting in a few digs at President Bush, but overall his message is true: the future of Iraq will be decided by whether the Iraqi people can pull their country together.

Friedman writes:

Iraq had its strategic benefits: the removal of a genocidal dictator; the defeat of Al Qaeda there, which diminished its capacity to attack us; the intimidation of Libya, which prompted its dictator to surrender his nuclear program (and helped expose the Abdul Qadeer Khan nuclear network); the birth in Kurdistan of an island of civility and free markets and the birth in Iraq of a diverse free press. But Iraq will only be transformational if it truly becomes a model where Shiites, Sunnis and Kurds, the secular and religious, Muslims and non-Muslims, can live together and share power.

As you can see in Syria, Yemen, Egypt, Libya and Bahrain, this is the issue that will determine the fate of all the Arab awakenings. Can the Arab world develop pluralistic, consensual politics, with regular rotations in power, where people can live as citizens and not feel that their tribe, sect or party has to rule or die? This will not happen overnight in Iraq, but if it happens over time it would be transformational, because it is the necessary condition for democracy to take root in that region. Without it, the Arab world will be a dangerous boiling pot for a long, long time.

Friedman thinks that Iraq was a war where the U.S. and Iraq both paid too high a price, but he’s right in pointing out that the war had its benefits. Without the invasion of Iraq, we would not have seen the wave of revolutions across the Arab world that we’re seeing now. The visions of Iraqis going to the polls and choosing their own leaders left an indelible mark on the region. From Tunis to Tehran others in the Arab and Muslim world saw Iraq hold peaceful elections and wondered “why can’t I do this?” It took years to come to fruition, and it is far too early to see whether the Arab Spring will lead to a victory for Islamists or a real democratic movement (or some combination of both). But in the end, one thing was right: the invasion of Iraq marked a turning point.

That’s where the critics of the war in Iraq kept getting it wrong: they assumed that the U.S. and its allies went to war for one reason and one reason only: weapons of mass destruction. But wars are never that simple: and while WMDs were chosen as the primary causus belli for the war, that wasn’t the only one. The war in Iraq was intended to be a transformational moment for the region. It was, but it happened on a far longer timetable than the planners of the war perhaps thought.

I also take issue with the idea that the war was waged “incompetently.” The fact is that we took out Saddam Hussein in a matter of days. Yes, we made plenty of mistakes in the post-war period. But that’s not because the U.S. was incompetent. It’s because the U.S. has not done anything like what it had to do in Iraq before in its history. The U.S. had never engaged in nation building on a scale like it had in Iraq. The analogies to the Marshall Plan ignore the fact that while Europe was devastated by World War II, it has had a tradition of democracy and civil society that has barely existed in Iraq. Of course we were going to screw things up: the most important thing was that we adapted to the situation as it happened. Sadly, the Bush Administration was slower to adapt than it should have, but the fact was that Bush’s embrace of the “surge” (against the political conventional wisdom) was the right choice, which even Friedman now admits.

If we had done what John Kerry would have had us do: abandon Iraq early and leave it to al-Qaeda and Iran, who knows what the Middle East would look like today. Iraq would have been ripped apart by a combination of al-Qaeda and Iranian-backed Shi’ite militias.

The planners of the surge were right in separating Iraq’s Sunnis from al-Qaeda. Once al-Qaeda in Iraq was destroyed by the joint U.S.-Iraqi forces, Iraq’s Shi’ites no longer felt the need to rally around groups like Moqtada al-Sadr’s Mahdi Army. Instead of trying to force a “political solution” without changing the reality on the ground, President Bush and the U.S. military set the groundwork for a political solution to happen on its own: something that could have only happened once al-Qaeda was defeated.

Now it’s ultimately up to the Iraqis to decide their own fate. The U.S. has left Iraq, and while leaving so completely without at least establishing basing rights in Iraq was an utter failure of the Obama Administration, the mission in Iraq was going to have to transition to Iraqi control at some point. We could not provide a security umbrella in Iraq—otherwise the Iraqis would have had no incentive to develop their own security umbrella.

But there is still a problem: President Obama got his wish. We’re out of Iraq now. And now President Obama will basically ignore Iraq—not that any of the Republican candidates care to engage there either. But right now, as Friedman notes, Iraq is in a state of transition that could either lead to a chance at a lasting democracy or a renewed civil war, At the very least we should be active in getting both sides to negotiate rather than start to rearm sectarian militias.

Right now, Iraq’s future is in grave trouble: the Shi’ite Prime Minister Nouri al-Maliki has accused Iraq’s Sunni Vice President of being involved in terrorism and is threatening to upset the delicate political balance that has kept the peace in Iraq. The arrest warrant for Vice President Tariq al-Hashemi threatens to split off the Sunni Iraqiya bloc, and since al-Hasmemi fled to Iraqi Kurdistan, it may lead to tension with the Kurds as well. If that happens, then Iraq could all too easily fall into civil war once again.

If President Bush were President, there would be extensive shuttle diplomacy going on to cool these tensions: but President Obama seems blithely uninterested in the long-term peace in Iraq. That mistake threatens to undo everything that more than 4,000 brave Americans fought and died to achieve.

We did pay a high price to bring a hope for democracy to Iraq, but what was achieved there could be transformative for the region and for the world. But if we neglect Iraq, we risk losing everything. It may be ultimately up to the Iraqis to shape their own future, but we cannot pretend that we’re not interested in the results, and we should not abandon them when we could help them create and maintain a stable and civil society.

Serious Times Call For More Serious Analysis

Foreign Policy has two perspectives on Fareed Zakaria’s latest piece in Newsweek. Both are interesting critiques of both Zakaria and the Obama foreign policy.

First, Christian Brose finds Zakaria’s thinking too reflective of the “Washington establishment”:

We’ve been hearing a lot about the Obama administration’s plans to talk to adversaries — Iran, Russia, Syria, the Taliban, etc. But we’ve heard preciously little about how the administration intends to create conditions of strength that are the requirement for diplomatic success. Everyone knows Obama is willing to talk. The question is what new leverage he will bring to bear to make that talk effective. Will we use the military forces we are withdrawing from Iraq to exert greater pressure on Iran? Are we asking our European allies to take any bold new steps on financial coercion? What exactly is Russia willing and able to do to change Iran’s decision-making? So far, answers to questions like these have not exactly been forthcoming, and in their absence, it’s not at all off-base to think that talking without leverage could harm U.S. interests. (And all of this is assuming that Iran hasn’t just said, screw it, we’re getting the bomb, and damn the torpedoes, which opens up a whole new world of problems.)

Second, Peter Feaver argues that Zakaria doesn’t have a serious critique of American foreign policy:

A more balanced perspective on Bush — some positive, some negative — would pave the way for Fareed to offer a more balanced perspective on Obama. I agree with Fareed that some of the critiques of Obama have been exaggerated, almost as exaggerated as, well, the conventional wisdom on Bush. But surely in a column calling for a reasonable perspective on Obama’s foreign policy performance, Fareed could have found space to at least discuss some of the missteps and rookie mistakes: perhaps a mention of the ham-handed personnel decisions (like this one or this one) or the needless insults to allies (such as this one or this one). If these are dismissed as minor peccadilloes, how about a candid admission that, as Fareed himself recommended, Obama has more often than not continued Bush’s foreign policies while claiming to make bold dramatic changes?

In the end, I don’t think that the Obama Administration cares all that much about foreign policy. Obama is not a foreign-policy oriented President. He’s much more concerned with the U.S. economy, which is (rightly or wrongly) popularly conceived as much more important than what’s going on abroad. Obama’s view of American power is not fully formed. He had almost no foreign policy experience when he took office, and he’s displayed little interest in foreign policy now—other than largely staying the course from the Bush Administration.

Obama’s idea is that if somehow everyone gets together and talks somehow everyone will come to a consensus. That model barely works in faculty meetings, and it won’t work in international diplomacy. Iran will not give up their pursuit of nuclear weapons. Why should they? The US can talk all they want, but there’s nothing we can offer that will give Iran a reasonable incentive to stop. The Iranians are doing what a rational state would do in their shoes: develop a nuclear deterrent to Israel. That they may be insane enough to use that deterrent is a problem, but even if the Iranian regime were perfectly rational, they’d still be developing nuclear weapons.

There’s no “consensus” there. Iran wants nuclear weapons, we want to deny them the opportunity. There’s no amount of carrots that can dissuade them otherwise, and the Iranians know damned well that Barack Obama does not have the political will to stop them. They have no fear of President Obama, and there’s no reason they should fear him. That is a problem for us.

On the other hand, I suspect that Tehran is frightened of Binyamin Netanyahu. He will not tolerate a nuclear Iran, and he’s the only world leader who would do something to stop them. But even that seems a less than likely circumstance.

What should Obama do? He has to face facts: the world is not a peaceable place. If he chooses to negotiate it must be with the full understanding that negotiation may be pointless. That means understanding that players like Russia, China, Iran, and Venezuela may not have any interest in so much as throwing us a bone. That means being willing to be both smart and tough. All the tough rhetoric in the world is worthless. Nobody fears Vladimir Putin because he talks tough, they fear Putin because he’s perfectly capable of killing dissidents, invading countries, and playing hardball to get what he wants.

That doesn’t mean that Obama should emulate Putin, but that does mean that he needs to learn to play hardball. That means being willing to engage Central Asian states on the same terms that Russia does: and they’ve become far better than us at offering tasty carrots and brutal sticks. We can’t pretend that Tashkent works the same way as Washington D.C. It doesn’t, and we have to learn to play by the regions rules.

Obama has shown some promise—he has been less radical in foreign policy than some had predicted. But he still has a long way to go. He can’t keep alienating allies like he did with his shameful performance with Gordon Brown. He has to face the realities of a harsh and unforgiving world. Obama has the benefit of being intelligent and articulate, which counts for a lot. But it will never be enough, and unless the world fears him just a little, America will never truly be respected.

Bush’s Legacy

Tomorrow, George W. Bush rides off into history. The left is breathing a sigh of relief, their Emmanuel Goldstein is gone (although soon they will find another). Bush leaves an unpopular President—but so did Harry S. Truman. In many ways, Bush and Truman have had similar trajectories. Both began their terms in a time of war, and both made unpopular decisions. Like Truman, Bush will likely be vindicated by history. The narrow-mindedness and ravenous partisanship of Bush’s critics will become less and less relevant as time goes on, and a more fair-minded exploration of Bush’s legacy can begin.

George W. Bush has been systematically turned into a monster by the media. Bush the man has been obscured.

As a point of disclosure, I am only partially a fan of the President. His performance after September 11 was a masterstroke. The decision to invade Iraq was the correct one based on what was known at that point in history. At the same time, Bush’s second term was a disaster. When the President nominated the comically unsuitable Harriet Miers to the Supreme Court, it was clear that Bush’s instincts for loyalty had become a flaw rather than a benefit. It was Gen. Petraeus and Sen. McCain that pushed for the surge against a recalcitrant Rumsfeld and Bush. The surge is what won the war in Iraq, and Bush only belatedly endorsed it. The Katrina disaster should not have been laid at Bush’s feet, but putting Michael Brown as the head of FEMA was unquestionably bad judgment. Bush’s tax cuts helped restore the U.S. economy and created millions of jobs. His wasteful spending and statist policies hurt the economy.

Where Bush has failed the most is where he abandoned conservative principles. The left wants to paint him as a radical conservative activist. The truth could not be more radically different. Bush dramatically expanded the size and scope of the federal government. He pushed for a massive increase in entitlement spending under Medicare Part D. He dramatically increased federal spending at nearly all levels. Hardly a fan of deregulation, it was under Bush’s watch that the ill-considered Sarbanes-Oxley bill was passed into law, a bill which dramatically increased the regulation of business. The picture of George W. Bush as laissez-faire radical could not be further from reality.

At the same time, Bush’s tax cuts helped keep the 2001-2003 recession from deepening. They helped America create millions of new jobs. Without them, it’s likely that Bush would never have been reelected. Those tax cuts put money back into the hands of working Americans. While Bush’s economic policies were flawed at best, it was not because of the tax cuts, but because of too much emphasis on state action.

The war in Iraq remains controversial, and will for some time. It seems quite possible that the Hussein regime systematically misled the entire world into believing that they had WMDS. It seems quite possible that the Hussein regime was lying to itself about what it really had. That is unsurprising for an dysfunctional autocracy like Saddam Hussein’s Iraq. What did not happen is some sinister conspiracy to “lie” about WMDs to settle some personal score or gain access to oil. The Bush Administration weighed what evidence it had and made a decision based on that evidence. The evidence turned out to be deeply flawed. But the image of a Bush Administration hell-bent on war that was discarding mountains of contradictory evidence has no basis in reality. If Leon Panetta tells President Obama that a country has WMDs and terrorist ties and there is a “slam dunk” case for it, the same principle should apply. A President should never give the benefit of the doubt to this nation’s enemies. A President’s job, first and foremost, is to act on the evidence available and act decisively. President Bush did that, and President Obama should do the same.

This war against Islamist terror will continue. The supposed excesses of this war have led to an America that has not suffered another attack, no less a greater one than that visited upon us on September 11, 2001. We are not living in a fascist dictatorship, the Constitution has hardly been shredded, and our civil liberties remain. The hysteria and fear over this war came less from the President and more from his critics. Yet one unassailable fact remains: we have not been attacked since that fateful day. The plans of terrorists have been foiled, their leaders captured or killed, their hideouts destroyed, their money supply imperiled. Modern terrorism is sui generis, and the Bush Administration responded not be repeating the failed methods of the past, but by treating it as the serious threat it was. Did they always get it right? Of course not, but no Presidency could have been expected to. In facing an evolving and dangerous threat, this Presidency did what it could to keep this country safe. After the attacks, it seemed almost assured that we would be attacked again, and harder. Today, those attacks almost seem like a distant memory. We have the vigilance of the Bush Administration to thank for that. For all the flaws of their approach, it worked.

George W. Bush has been systematically turned into a monster by the media. Bush the man has been obscured. Yet George W. Bush is hardly an unfeeling monster. He is not the caricature that he has been made to be. That he has not defended himself is curious, but perhaps he does not think it his role to do so. Instead, the real George W. Bush is a complex character, motivated by an abiding sense of loyalty and faith, but also harmed by those same instincts. Hardly the unfeeling party-boy of the media’s funhouse-mirror image, the real President Bush is the man who would go to Walter Reed and comfort injured vets, rarely making a media event out of it. If we are to learn anything from the past eight years, we must first move beyond the crude image of President Bush painted by an ideologically homogenous media and see the real George W. Bush.

Sadly, it will likely be years before that happens. But history will judge the 43rd President of the United States with far less ideological rancor than there is now, and when his legacy is remembered it won’t be through the distorted lens of a partisan media, but with the hindsight of history. With that hindsight, the legacy of George W. Bush may be far different than what we would think. Like Truman, Bush may be remembered as a President who did what was right, but not what was popular.

Lies, Damned Lies, And Tell-All Books

Peggy Noonan has, perhaps surprisingly, some positive things to say about former White House Press Secretary Scott McClellan’s new “tell-all” book. As much as it would be valuable to have more inside looks at what happened in the run-up to the war in Iraq, McClellan’s book is tainted right from the start.

The Wall Street Journal connects the dots and finds that McClellan’s book was funded and published by the usual radical left-wing groups. That alone isn’t fatal, but the way in which this book is being fawned over reeks of an organized media strategy—the sort of thing which suggest that the real purpose of this book is not to tell the truth, but to advance an agenda. Even Noonan admits that the book is vapid and makes the same unsubstantiated allegations that we have all heard before.

Compare that reaction to the refusal of the mainstream media to even acknowledge Douglas Feith’s book on the start of the war in Iraq. Feith was a central player in that conflict, where McClellan was not. Feith has backed up his memories with actual documentation, while McClellan’s book has not.

The reason for the disparate treatment is obvious: McClellan is telling the media exactly what they want to hear; Feith’s narratives go against the media’s prejudices on Iraq.

It would be valuable to get to the truth about what really went on during the months before the invasion of Iraq, but expecting the truth from an author who is being swept up in such a self-serving media frenzy is too much to ask.

State Of The Union Preview

Via National Review is this preview of tonight’s State of the Union address. Captain Ed will be liveblogging the speech at Captain’s Quarters. I’ll be in class tonight and will have to catch the speech in reruns.

It is interesting that Bush is finally going for earmark reform, but in a way that punts the reforms into next year when Bush won’t have to deal with it. It’s a case of “better late than never” but it’s hardly an act of political courage for the President to finally jump on the reform bandwagon without actually doing anything to stem the tide of pork this year.

Following In The Footsteps Of Carter?

Dave Kopel blasts into the Bush-Pelosi “stimulus package” at The Volokh Conspiracy:

Here’s how to deal with a recession: A federal government which is already spending more than its income should borrow even more money, so as to give lots of people a tax rebate. This is the bipartisan plan of President Bush and Congress. They are taking a leaf from the presidency of Jimmy Carter.

Even accounting for inflation, the Bush-Reid-Pelosi rebate is far more profligate than the proposed Carter rebate of 1977. But the two rebates appear to be based on the same demand-side principles.

He’s right on that. The “stimulus package” is great politics, but absolutely horrendous policy. When we’re already running the budget into the ground, the last thing this country should be doing is trying to jump-start the economy by giving everyone a check. It’s a bit of “bread and circuses” politics that demonstrates just how economically illiterate the government is.

Middle class voters are feeling a squeeze, but that’s a symptom of a larger problem. The reason why the dollar is falling and the markets are volitile is because the US is on an economically unsustainable course: we’re spending too much, regulating too much and we have a massive entitlement crisis looming and no one has the political will to touch it. When even the French are being more fiscally responsible than we are there is a serious problem.

A realistic stimulus plan would involve significant cuts in spending, making the current tax rates permanent, and structural economic reforms like ensuring that depreciation tables don’t artificially increase the taxable assets of a business. However, none of those things are particularly “sexy” and don’t have much impact to the average voter. So instead, President Bush and Congress are planning to bribe the American people.

In the end, this plan is ultimately self-defeating. We can’t get out a problem created by fiscal profligacy by being even more profligate—and while a tax rebate check is a nice thing to have, it’s not going to have the long-term effect necessary to lift the economy. Even if we do get some economic stability in the next few months, that’s more likely due to the sub-prime crisis easing rather than some government check.

This isn’t a stimulus package, it’s a bribe, and while it may be politically popular, it’s not going to fix our underlying economic problems.

He Had One?

Ed Morrissey asks if President Bush has lost his spine when it comes to earmarks. President Bush can easily end most earmarks by simply issuing an Executive Order to executive agencies asking them to refuse to carry them through. Because most earmarks aren’t attached to the text of legislation but to committee reports, they don’t have the force of law. It isn’t the constitutional concerns that’s stopping Bush—after all, he’s a big fan of signing statements which also use the Executive’s authority to interpret directives of Congress.

Bush doesn’t have anything to lose by putting himself on the side of fiscal reform. It’s not as though there’s a huge Republican constituency that loves earmarks—quite the opposite is true. It doesn’t hurt him politically, and would probably help him. If it isn’t policy and it isn’t politics, then why is Bush caving?

My guess is that the GOP leadership is putting pressure on him to keep the gravy train moving—the reformers in Congress are still a minority even with the GOP caucus. And if that’s true, it’s more reason why the GOP badly needs a change in leadership. The GOP cannot be a party of Main Street when it’s bending over backwards to please K Street.

The President needs to send the right message and prevent these wasteful projects from consuming more of the federal budget. It’s good policy and good politics, and to bend over to an increasingly disliked Congress does neither the President nor his party any good.

When Passion Becomes Madness

Peter Berkowitz has an excellent piece looking at the anti-Bush vitriol that’s become commonplace in American political culture. He reminds us of why such unbridled hatred is bad for American discourse:

In short, Bush hatred is not a rational response to actual Bush perfidy. Rather, Bush hatred compels its progressive victims–who pride themselves on their sophistication and sensitivity to nuance–to reduce complicated events and multilayered issues to simple matters of good and evil. Like all hatred in politics, Bush hatred blinds to the other sides of the argument, and constrains the hater to see a monster instead of a political opponent.

That’s why so much of the left-wing blogosphere is unreadable. It’s not about analysis of policy or understanding issues, it’s about turning the other side into demons. It’s not that conservatives are wrong, it’s that they’re evil. Once you go down that route, you’re no longer engaging with the real world. Once you start painting the opposition as emblematic of all that is wrong you’re not being objective, and you’re not making arguments.

Of course, the right side of the blogosphere isn’t immune from that sort of thing—not by a long shot, but when one looks at the list of the top center-right bloggers like Glenn Reynolds, Ed Morrissey or the Power Line crew you see a group of people who are taking sides, but not trying to constantly tear down their opposition. It’s about ideas, not attacks.

Contrast that with Atrios/Duncan Black, firedoglake or Think Progress. For one, notice one thing about the content of these sites: all of them are almost entirely about President Bush. Every political issue seems reducible down to one individual. In fact, the term “Bush” appears 38 times on the homepage of Think Progress. Every issue, from Iraq to taxes are personalized.

The problem with all this anti-Bush hysteria is that it degrades the quality of discourse in American politics. If everything boils down to either hating George W. Bush or supporting him, then there’s no room for reason, compromise, or discussions of underlying values. Why bother investigating the shades of an issue when it all comes down to disliking one individual?

Berkowitz is right: this obsession is an unhealthy one. The world is bigger than a referendum on any one person, and to reduce every issue down to personal attacks is to put ideological blinders on. Such a thing is deeply corrosive to democratic discourse.

As the old saying goes, great minds discuss ideas, medicore minds discuss events and small minds discuss people. What does it say about the state of American political discourse when so much of it seems so small-minded?
