Eugene Volokh has a follow-up to his earlier NRO piece that answers some of the criticisms of his view of Saddam Hussein. Based on the evidence, it is clear that Saddam Hussein is a meglomaniac who wants to set himself up as some great conquerer rather than the two-bit thug that he is. Given that mental state, assuming that conventional methods of deterrence will work is a risky proposition.
