The WaPo reports that Saddam is arming civlians to serve as a second line of defense for his regime.
What Saddam doesn’t realize is despite his own propaganda, he’s not well liked outside his Tikriti clan. Chances are that when the bombs start dropping and the Americans start offering food and amnesty, Saddam will quickly find himself on the wrong side of those same guns as the Iraqi people use them to get back at the former oppressors.
