The BBC is reporting that an e-bomb was used to knock out Iraqi television in the latest round of attacks. While this appears to be speculation, if it is true it would mean this was the first use of an EMP weapon in combat.

UPDATE: CNN reports it was a plain old Tomahawk cruise missile. Also, Iraqi state TV is now broadcasting again.
